Why a sidewall puncture cannot be repaired
A nail in the centre of the tread can sometimes be repaired. A puncture in the sidewall, or in the shoulder where the tread rolls into the sidewall, cannot. That is not a shop preference. It is the published limit of the U.S. Tire Manufacturers Association (USTMA, formerly the Rubber Manufacturers Association), the Tire Industry Association, NHTSA, and the repair policies of Michelin, Continental, and Goodyear.
The published repair window
USTMA’s puncture-repair procedures for passenger and light-truck tires set three conditions that all have to be true:
- The injury is in the tread area only.
- The puncture is no larger than 1/4 inch (6 mm) in diameter.
- The tire is taken off the wheel so the inner liner can be inspected. A plug by itself, or a patch by itself, is not an acceptable repair.
DO NOT make repairs where the injury damage extends into the shoulder/belt edge area OR where the injury extends at an angle into the shoulder area. If there is any question that the injury extends into the shoulder/belt edge area, then the tire must be taken out of service.
That language is on USTMA’s consumer page and on the association’s puncture-repair handout. The Tire Industry Association states the same limit in plainer words: puncture repairs are limited to the centre of the tread; damage in the shoulder or sidewall is not repairable; never repair a tread puncture larger than 1/4 inch (6 mm).
NHTSA’s consumer brochure Tire Safety: Everything Rides on It (DOT HS 809 361) says the same thing from the regulator’s side: punctures through the tread can be repaired if they are not too large; punctures to the sidewall should not be repaired; the tire must come off the rim to be inspected, then plugged and patched.
What the manufacturers publish
Michelin’s U.S. and Canadian repair pages match the industry window: tread only, no larger than 1/4 inch (6 mm), tire not driven flat, assessed off the wheel. Michelin’s wording on the sidewall is absolute: “A nail in the sidewall never is” repairable, and “sidewall damage ruins a tire immediately.”
Continental’s North American product-service bulletin on passenger and light-truck repair adopts the RMA/USTMA wall chart in full, including the 1/4 inch (6 mm) injury limit through load range E and the instruction to scrap the tire if the injury reaches the shoulder or belt edge. Continental also states that a repair voids the manufacturer’s warranty, and that it does not recommend any repair of its self-supporting run-flat (SSR) tires.
Goodyear’s U.S. repair page lists the same four gates: tread only (not sidewall or shoulder), no larger than 1/4 inch, no overlapping prior repair, and adequate remaining tread. Goodyear’s European consumer page adds the load reason: the sidewall carries most of the vehicle’s load, so damage there compromises the rubber and raises the risk of a blowout.
Individual manufacturers can be stricter than the industry chart. USTMA and TIA both say to follow the tire maker’s own policy when it is tighter — run-flat and self-supporting tires are the usual examples.
Why the sidewall is a different structure
The tread is the thickest part of a passenger tire and is braced by steel belts. The sidewall is not. Michelin Canada describes the construction directly: one or more layers of fabric cord run in the sidewall; steel cords are used in the tread. That is why a small puncture in the crown can be filled and sealed, and why the same hole a few centimetres toward the rim cannot.
The sidewall is also the flex zone. It bends with every revolution to carry load and absorb road shock. Michelin’s U.S. page: the sidewall “flexes constantly with every rotation… it’s a dynamic, load-bearing structure, not a static surface. Any patch or plug applied there will eventually fail under the constant movement and heat.” The Canadian page puts a number on the motion: the sidewall flexes thousands of times per kilometre, and those flex forces would re-open or expand a repair. A bulge or bubble is treated as internal cord damage — air between the plies — and is replacement even when the rubber still looks intact from the outside.
The shoulder is grouped with the sidewall for the same reason. USTMA’s chart treats the belt edge as the end of the repairable zone. An injury that looks like a tread puncture but angles into the shoulder is out of service. That is why a technician has to see the inside of the tire before calling a hole “just a nail.”
What a proper repair actually is
When the injury is inside the window, the industry method is the same across USTMA, TIA, NHTSA, Michelin, Continental, and Goodyear:
- Demount the tire.
- Inspect the inner liner for hidden damage.
- Fill the injury with a rubber stem (a plug alone is not enough).
- Seal the inner liner with a patch, or use a one-piece stem-and-patch unit.
On-the-wheel string plugs, outside-in repairs, and sealant-only fixes are temporary at best. TIA notes that a nail in the tread can tear the inner sidewall in a way you cannot see with the tire still on the wheel. USTMA’s current handout is explicit: never perform an outside-in or on-the-wheel repair. Tires worn to the treadwear indicators, or to 2/32 inch (1.6 mm) remaining tread in any area, are also outside the repair window — they are worn out.
What this means on a driveway
If the object is in the sidewall, or in the rounded shoulder, replacement is the industry answer. A smaller hole does not change that. A plug that holds air for a day does not change that. The repair limits exist because a failed sidewall is a structural failure, not a slow leak.
If the object is in the centre of the tread and looks small, the tire still has to come off the wheel. The technician is checking for an angled injury into the shoulder, inner-liner damage, and whether the tire was driven underinflated. That inspection is the difference between a permanent repair and a tire that should have been scrapped.

Questions that come up
Can a very small sidewall hole be plugged?
No. USTMA, TIA, NHTSA, Michelin, Continental, and Goodyear all put the sidewall and shoulder outside the repairable zone, regardless of hole size. The 1/4 inch (6 mm) limit applies only inside the tread.
Is a string plug from a roadside kit a permanent repair?
No. TIA treats on-the-wheel plugs as temporary. USTMA says never to perform an outside-in or on-the-wheel repair. A permanent repair is a stem plus an inner patch, after the tire is demounted and inspected.
What if the nail is in the tread but near the edge?
USTMA’s rule is the shoulder and belt edge, not a guess from the outside. If the injury extends into that zone, or even angles toward it, the tire is out of service. That is why the tire has to come off the wheel.
Does a bulge on the sidewall mean the same thing?
Yes. Michelin treats a sidewall bulge as damaged internal cords, with air between the plies. It is replacement, even if the tire is still holding air.
